In execution of the order of the Head of State on January 26, 2021 to ensure the development of shunting generation, the Ministry of Energy is working on the introduction of new regulatory power capacity in the Republic of Kazakhstan.

The Ministry of Energy of the Republic of Kazakhstan developed and approved the Plan of placement of generation facilities with shunting mode of generation, defining the zone, type of equipment, the required amount of shunting capacity in the area of the Unified Electricity System of the Republic of Kazakhstan.

In order to select projects for the construction of newly commissioned generation facilities with shunting generation mode, amendments and additions were made to the current legislation in the electric power industry and the Rules for organizing and conducting auction bidding for the construction of newly commissioned generation facilities with shunting generation mode (hereinafter referred to as the Rules) were developed.

Auction bidding in accordance with the Rules is based on the 2022 auction schedule for the construction of newly commissioned generating units with maneuverable generation, approved January 14, 2022, by the RK Ministry of Energy.

According to the current legislation, the Ministry of Energy of the RK introduced additional information in the schedule of auction bidding (separately for each type of auction bidding), and in particular:

  • the value of the marginal auction rate;
  • the required amount of financial security for the application for participation in the auction bidding;
  •  the required amount of financial security for the performance of the contract for the purchase of electric capacity;
  • for the First type of auction bidding specifies the information on the volume of the electric capacity availability maintenance service specified according to the results of the preliminary feasibility study.

In accordance with Article 175 of the Civil Code of the Republic of Kazakhstan, the deadline for submitting documents for participation in auctions in the Kyzylorda region is extended until 18.00 on June 13, 2022.
